MA RF Bills: New Concern About The Integrity of Science Informing Wireless Policy, Internationally, Among Issues
Massachusetts Led Nation with Caution and Human Rights Protection, and Should Continue to Do So

Because Massachusetts was one of the few states that did not approve the grid modernization investment, yet, electric utility meters from Massachusetts, retired before their time, were not in the waste or e-waste stream, in 2019, or in the years before.
In the last decade, many states removed functional analog and first-generation AMR electric meters before the end of their useful life, to deploy new two-way wireless AMI meters and infrastructure. Rather than the 50-year lifespan of an analog meter, the new electric meters, which are essentially computers, are 15-year investments at most, with manufacturers and investors expecting the return on investment of continuous replacement cycles. In addition to electric meters, gas and water meters are being upgraded with wireless nodules and infrastructure to collect and transmit data, 24/7/365.

The transition to wireless meters with reduced lifespans results in unnecessary and avoidable resource consumption, energy consumption, and waste, and well as introducing surveillance and privacy risks. Massachusetts has shown wisdom in its caution regarding the technology, but e-waste, resource consumption, and energy consumption are not the only areas of concern.
Human Rights – AMI meters
The other looming crises are human rights violations and environmental justice issues, which have been brought to light by the convergence of the covid epidemic and racial injustice.
The covid epidemic emphasized society’s responsibility to protect its health-vulnerable citizens.
In fact, the injuries to health that accompanied the initial smart grid installations in 2009, in California and elsewhere, should have been an emergency call to action for a course correction and urgent human rights protections, and a review of the science informing policy decisions regarding wireless technology and utility infrastructure.
Instead, somehow, the urgency to address climate issues and to stimulate the economy justified, what, in hindsight, was a massive error involving wide-scale application of an unscientific outdated conceptual error about radio frequencies, multiplied by lack of oversight and investigation. Meanwhile, those reporting harm were, and are, ridiculed and dismissed. In fact, a member of the Massachusetts legislature referred to a group testifying at the statehouse as “the crazies.”
Given that many of the injured were women, this scenario mimics historical prejudice and mistreatment by the medical profession towards women reporting health concerns who are dismissed and ridiculed as psychiatric patients. Alarming and overlooked problems with the new wireless smart meters were that:
– they delivered an unavoidable environmental assault directly into neighborhoods and homes,
– that they were the causal agent in causing some consumers to become ill,
– that the victims and their health care providers were able to tie their symptom onset directly to their exposure to the microwave radiation and the high frequency transients introduced onto the wiring by the meters.
– injury is not tied to the thermal, or heating threshold
– avoidance was, and is, crucial to recovery
Rather than heeding early warnings, the smart meter and wireless agendas continue unchecked. Evidence of safety and health issues is suppressed. What this translates to is creating a huge mess that will be left for subsequent generations to address.
Fraud and Corruption
Massachusetts itself hosted the most extensive, expensive smart meter pilot to date, in Worcester. The program was over-budget and behind schedule before it began due to community opposition. Opponents repeatedly identified fraud and misconduct, starting with the unprecedented auto-enrollment design that targeted specific neighborhoods, while city leaders colluded with the utility against the citizens.
But most problematic was the corrupted results reporting by the consulting firm Navigant, the same company that provides analysis to decision-makers across the country regarding many utility investments.
Given the “non-response” to the scope of wrong-doing that occurred in the Worcester pilot, the MA Dept. of Public Utilities and the Legislature was wise to put smart meters on the back burner.
Human Rights – AMR meters
But the attempt to roll out new AMI meters brought the issue of wireless exposures into focus for many residents, many of whom were already experiencing some form of chronic or environmental illness, and already had wireless meters installed without their knowledge or consent.
The question of how to protect citizens in their own homes from exposures that make them sick and compromise their health and quality of life is a no-win free-for-all in the Commonwealth, with decision making left to individual municipalities or to the utility. For the victims, it has been nothing short of a disaster. Those few who achieved opt-out status are being surcharged a fee, which is a form of discrimination based on a medical condition, and the opt-out meter offered by one utility does not address power quality.
Senator Michael Moore of Worcester, who holds an exemplary record for his commitment to human rights, has supported the smart meter opt-out bill. Senator Bruce Tarr, who is the highest ranking Republican (Minority Leader), also greatly revered for his commitment to human rights, has also supported the bill. They are joined by legislators Diana DiZoglio, Kate Hogan. Dean A.Tran ,Carlos González, Mindy Domb, Bradford Hill, Linda Dean Campbell, Joanne M. Comerford, Marjorie C. Decker, David Henry Argosky LeBoeuf, and David M. Rogers.
Notably absent is women’s rights advocate Senator Harriet Chandler of Worcester, site of the controversial smart meter pilot.
Scientific Misconduct
Treating physician and expert Dr. Deitrich Klinghardt has described smart meters as a devastatingly wrong technology.
Massachusetts engaged the testimony of a professional mercenary tobacco scientist liar-for-hire, Peter Valberg, to override citizen complaints, and has made no effort to investigate further. This is both regulatory malfeasance and scientific misconduct.
The smart meter agenda compromised the Dept. of Health, both in Worcester and in the Commonwealth. Worcester’s Health Dept. drafted a ridiculous study that ultimately referred to a paid industry spokesperson and university partner. Along with the Assessor, the Health Department and the Mayor handed the citizens over to the utility for the experiment, without reservation. The Massachusetts Dept. of Health admitted off the record that it was taking orders from higher-ups to support the smart meter agenda and the wonderful-sounding Green Communities Act.
This is also scientific misconduct, which mirrors the scientific misconduct that is occurring internationally, published yesterday regarding ICNIRP and other groups, which provide input on exposure limits:

What Independent Science Shows
In the meantime, suffering, and evidence of both MCS and EHS continues to mount.
There is a recently published paper from Frederic Greco (Montpellier, France). He confirmed in the peer-reviewed journal Diagnostics; clinical interest of Ultrasonic Cerebral Tomosphygmography (UCTS) is for the diagnosis of EHS and MCS.

Abstract:
Ultrasonic cerebral tomosphygmography (UCTS), also known as “encephaloscan”, is an ultrasound-based pulsatile echoencephalography for both functional and anatomical brain imaging investigations. Compared to classical imaging, UCTS makes it possible to locate precisely the spontaneous brain tissue pulsations that occur naturally in temporal lobes. Scientific publications have recently validated the scientific interest of UCTS technique but clinical use and industrial development of this ancient brain imaging technique has been stopped notably in France, not for scientific or technical reasons but due to a lack of financing support. UCTS should be fundamentally distinguished from transcranial Doppler ultrasonography (TDU), which, although it also uses pulsed ultrasounds, aims at studying the velocity of blood flow (hemodynamics) in the cerebral arteries by using Doppler effect, especially in the middle cerebral artery of both hemispheres. Instead, UCTS has the technical advantage of measuring and locating spontaneous brain tissue pulsations in temporal lobes. Recent scientific work has shown the possibility to make an objective diagnosis of electrohypersensitivity (EHS) and multiple chemical sensitivity (MCS) by using UCTS, in conjunction with TDU investigation and the detection of several biomarkers in the peripheral blood and urine of the patients. In this paper, we independently confirm the clinical interest of using UCTS for the diagnosis of EHS and MCS. Moreover, it has been shown that repetitive use of UCTS in EHS and/or MCS patients can contribute to the objective assessment of their therapeutic follow-up. Since classical CT scan and MRI are usually not contributive for the diagnosis and are poorly tolerated by these patients, UCTS should therefore be considered as one of the best imaging technique to be used for the diagnosis of these new disorders and the follow-up of patients.
Why Do They Lie?
In 1976, the United States Defense Intelligence Agency sent a document to other Western nations united in their suspicion of Russia, and Russia’s advanced science regarding health effects of radiation exposure. Over 40 years ago, Russia was emphasizing non-thermal impacts, meaning that heat was not involved as the mechanism of injury.

In 1976, in order to promote industrial output, the U.S. and other countries agreed to address only the thermal effects of radio frequency exposures. Despite a growing body of research indicating that the demarcation between thermal and non-thermal impacts for safety is inaccurate and causing tremendous harm to both human health and the environment, the practice continues to form the foundation of international policy, entrenched by industry-infiltrated collaborative groups including IEEE, ICNIRP, and COMAR.
The City of Boston Weighed In, Twice, to the FCC, about Exposure Limits
Boston believes that the concerns of the public are real and that the Commission has done a disservice to itself, local government, consumers, and even the wireless industry in failing to understand and respond to the broadly shared mistrust of the safety of RF emissions.”“The City, and many of its constituents, do not believe the cursory way in which the Commission simply reaffirmed its decades old standards in 2019 was based on a robust review of the record and an updating of the science. And until the Commission appreciates the educational component of its role as the nation’s RF monitor, local governments, like Boston, will continue to be stuck in the middle as residents oppose wireless deployments for fear of the emissions, while the FCC and Congress have preempted local government review of RF standards.

The hearing of microwave pulses is a unique exception to the airborne or bone-conducted sound energy normally encountered in human auditory perception. The hearing apparatus commonly responds to airborne or bone-conducted acoustic or sound pressure waves in the audible frequency range. But the hearing of microwave pulses involves electromagnetic waves whose frequency ranges from hundreds of MHz to tens of GHz. Since electromagnetic waves (e.g., light) are seen but not heard, the report of auditory perception of microwave pulses was at once astonishing and intriguing. Moreover, it stood in sharp contrast to the responses associated with continuous-wave microwave radiation. Experimental and theoretical studies have shown that the microwave auditory phenomenon does not arise from an interaction of microwave pulses directly with the auditory nerves or neurons along the auditory neurophysiological pathways of the central nervous system. Instead, the microwave pulse, upon absorption by soft tissues in the head, launches a thermoelastic wave of acoustic pressure that travels by bone conduction to the inner ear. There, it activates the cochlear receptors via the same process involved for normal hearing. Aside from tissue heating, microwave auditory effect is the most widely accepted biological effect of microwave radiation with a known mechanism of interaction: the thermoelastic theory. The phenomenon, mechanism, power requirement, pressure amplitude, and auditory thresholds of microwave hearing are discussed in this paper. A specific emphasis is placed on human exposures to wireless communication fields and magnetic resonance imaging (MRI) coils.
According to international law, sleep deprivation is prohibited as a form of torture. I should have been able to report this to the appropriate authorities and receive assistance and protection, years ago.
I am asking the legislature’s participation in joining with scientists, citizens, and decision makers around the world seeking to address the growing carnage of a world drunk on wireless and wireless’ supposed positive economic impact, because I believe that the only nations and states that will flourish at this time are those that reject corruption and polluted science, and focus on sound investments that do not harm human health and the environment, including fiber optics and hard wiring wherever possible and practical, for example in schools.
